Team Gilbert has an exciting opportunity for a highly motivated professional to fill the position of Victim Advocate Lead within the Prosecutor's Office.
The Victim Advocate notifies victims of crime of their Constitutional Victims’ Rights throughout the criminal justice process. This position accompanies victims of crime and witnesses to various court proceedings, and assists them by providing notification, case information, advocacy, and identifies immediate needs and connects victims with appropriate resources. This position is distinguished from the next lower class of Victim Advocate by the more advanced level of work performed, possessing additional experience and expertise, and directing staff and Victim Advocates, as delegated by the Town Prosecutor.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provide assistance to victims in obtaining protective orders and coordinate efforts for service;

Provide assistance to victims based on the victim’s own safety plan;

Notify victims of victims' right to request restitution as noted in the Victims' Bill of Rights. Explain what costs are restitution eligible, provide assistance in gathering necessary documentation. Notify victims of additional remedies to recover financial loss which include Victim Compensation;

Review documents and prepare for court filing, provide assistance with the preparation of Victim Compensation applications;

Notify victims of victims' right to be heard through a Victim Impact Statement as noted in the Victims' Bill of Rights. Explain the methods available to exercise the submission of such statement;

Facilitate the delivery of the Victim Impact Statement to the court, i.e. oral, written, or through audio or video tape;
-
Provide criminal justice support and advocacy to victims of crime which includes accompaniment to court, preparation for trials/hearings, explaining plea offer, and advise victims of their rights through the various stages in the criminal court case. Provide crisis intervention by making assessments on the victim's immediate need;

Appear in court on behalf of a victim when requested;
-
Determine which victims' rights apply during each stage in the case. Explain how those rights can be exercised through the case process. Provide emotional support and guidance, determine appropriate response and provide resources as necessary;

Notify victims of their rights and the court process when suspects have been arrested and are scheduled on the in-custody docket. These In-custody cases have prioity due to potential safety issues and lethality, i.e. domestic violence cases;

Examine each case for safety issues, lethality, medical needs and restitution. Obtain vital information for the prosecutor/court to determine release conditions and/or sentencing conditions;

Review all lethality assessments in domestic violence cases which inclues in-custody cases and longform complaints;
-
Outreach the victim based on severity of the lethality assessment. Perform safety planning, provide crisis intervention, and ascertain suitable resources based on the victim's need;

Provide customer service to victim and witnesses of crime, general public, community partners and various criminal justice organizations;
-
Identify needs and explain the operation of the criminal justice system, coordinate efforts with other service providers;
-
Communicate with Prosecutor regarding victim contact, input, invocation of rights, and restitution requests;
-
Review police reports to identify victims in filed cases as well as cases under review;
-
Maintain electronic case files, update events, review working queues, and provide cases notes for Prosecutor review;
-
Represent Town on Boards or at meetings relating to victim services, victim rights, and case management;
-
Appear in specialty courts as necessary;
-
Directly or indirectly supervises Victim Advocates and notification clerks by monitoring and adjusting workflow, providing feedback, and/or yearly evaluations, as needed;

Provides training for advocates, new employees, and volunteers.

Develop and maintain training processes and manuals;
-
Tracks time for Victim Advocates, as needed.

Suggests and implements victim outreach policies and procedures in compliance with relevant laws and statutes, as well as office guidelines;

Complies statistics relevant to victim services for presentation to Town Prosecutor, as directed.

Assists in preparation of the Prosecutor’s Annual Budget, as needed.

Oversees victim component of special program areas such as domestic violence, high profile cases, community based prosecution, Veterans Court, Rule 11 Court, training and scheduling, and matters having special public interest.

Streamlines work processes, and works cooperatively and jointly to provide quality customer service;

Attends meetings and participates in community task forces and organizations and plans and organizes community-wide victim assistance efforts and awareness campaigns;
-
Identifies and recommends ways to improve victim services and address ongoing and emerging community issues and is expected to share new information and resources with the team;
-
Assist with the implementation of new procedures to improve efficiency or comply with changes in legislation and mandated responsibilities.

MINIMUM QUALIFICATIONS AND SPECIAL REQUIREMENTS:
MINIMUM QUALIFICATIONS & SPECIAL REQUIREMENTS:

Bachelor’s degree in Criminal Justice, Social Sciences, Human Services, Psychology, or other related field;
-
5 year of experience in customer service, case management, and Victims’ rights.
-
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
LICENSING/CERTIFICATIONS:
-
Valid Arizona Driver's License.
-
Completion of National Victim Assistance Academy (NVAA) or state academy, preferred.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
Must be able to kneel, crouch, reach, stand, walk, lift, finger, grasp, talk, hear, and see.
