PRIMARY FUNCTION
Supervise day to day program operations. Coordinate activities of distributing of materials, equipment, and supplies for the Agency and coordinates the maintenance and upkeep of equipment, buildings and other facilities by performing the following duties personally or through subordinates.
SCOPE OF WORK
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position.
1. Develop and implement procedures regarding: purchasing systems, materials management, fixed assets and building maintenance.
2. Maintain all purchasing records, files and data input.
3. Consult catalogs and checks with suppliers to obtain prices and specifications.
4. Prepare and/or reviews bid forms and initiates bidding process and contract negotiation with suppliers within budgetary limitations and scope of authority.
5. Expedite delivery of goods to users.
6. Plan, budget and schedule facilities modifications including cost estimates, bid sheets, layouts, and contracts for construction and acquisitions.
7. Prepare and issue purchase orders and change notices.
8. Review purchase order claims and contracts for conformance to Agency policy.
9. Oversee the coordination of building space allocation, layout, and communication services.
10. Arrange for disposal of surplus materials.
11. Inspect construction and installation progress to ensure conformance to established specifications.
12. Review real estate contracts for compliance with government specifications and occupancy suitability.
13. Oversee the management of the Agency owned apartment complexes.
14. Submit reports as required.
15. Participate in staffings and team meetings.
SUPERVISORY RESPONSIBILITIES **
Directly supervises all staff in the Maintenance department. Carries out supervisory responsibilities in accordance with the Agency's policies and any applicable laws. Responsibilities include interviewing and training new employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

KNOWLEDGE, SKILLS & ABILITIES
Ability to read and interpret safety rules, operating and maintenance instructions, and procedures manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Fundamental knowledge of purchasing procedures and materials management required. Knowledge of OSHA regulations helpful.

Pay: $61,088.00 - $65,000.00 per year
