Job Description:
- Execute the next phase of the EC3 (Energy Cost Control and Conservation) web portal project. This phase entails a thorough upgrade and enhancement initiative aimed at elevating the system's capabilities and operational efficiency. Specifically, the Vendor will focus on modernizing and optimizing various components of the EC3 system to align with current technological standards and user requirements.
- Enhance the EC3 portal's user interface and functionality (as part of the upgrade) by upgrading both the agency-facing and admin-facing screens to leverage advanced technologies such as .NET 8 and Metronic 8 frameworks.
- Oversee the migration of the EC3 system to the Azure cloud platform, necessitating strategic architectural adjustments and the establishment of Azure-based development and testing environments.
- Prioritize the enhancement of reporting capabilities within the EC3 portal by implementing robust reporting tools. This enhancement will empower users to generate comprehensive reports, facilitating informed decision-making and strategic energy management.
- Conduct rigorous testing, including security accreditation and load testing to ensure seamless integration and compliance with security standards, the Vendor will. This comprehensive testing regimen aims to validate the functionality, security, and performance of the upgraded EC3 system, mitigating potential risks and ensuring a smooth transition to the new environment.
MANDATORY SKILLS/EXPERIENCE: ( Note: candidates who do not have the mandatory skills will not be considered )
- Minimum of 12+ years of experience developing Microsoft ASP.NET applications using MVC 5 or higher.
- 12+ years’ experience in SQL Server (2016, 2019, 2022)
- 7+ years’ experience with Microsoft Entity Framework or comparable ORM
- 5+ years of experience with Vue or Angular or React, HTML5, and CSS3.
Requirements / Experience:

- Experience with Agile and Scrum methodologies
- Experience in data integration/ETL, specifically SSIS and Azure Data Factory
- Experience working with REST web services and designing and developing json based data exchanges.
Preferred Skills
- BA/BS Degree or equivalent, in a technology related field or other degree preferred. Advanced-level certifications and/or training in application development.
- Microsoft Certified Professional.

Special Requirements:
· Consultants will not be compensated for lunch or mealtime holidays, vacations, or sick leaves taken by the consultant during the engagement. No overtime or schedule differentials premiums will be paid to Contractor for Consultants that perform work after/outside of Business Hours. All hours worked will be paid in accordance with the Hourly Bill Rate the Consultant’s labor category. Unless otherwise pre-approved in writing by the CLIENT reporting manager, the consultant cannot work more than 35 hours per week.
· Consultants must be able to work in person on CLIENT Site in New York, NY complying with New York City and CLIENT policies.
Job Types: Full-time, Contract
Pay: $55.00 - $70.00 per hour
Expected hours: 35 – 40 per week
