To achieve our mission, we provide a wide range of programs for low- and moderate-income residents, including Adult Education & Workforce Development, Financial REACH Center, Early Childhood Education & Care, Energy Programs, Food & Nutrition Programs, and Housing Programs.
Responsible for managing General Ledger close and financial reporting. Supervision of Accounts Payable, Accounts Receivable and Grant/Project management. Assure that all financial records are maintained in accordance with the prescribed agency procedures, applicable Federal and State accounting and contractual regulations, GAAP, local, state and federal contract and budgetary reporting requirements. Prepare accurate and timely financial, budget and reporting information for use by program management, funding sources, auditors and the Board of Directors.
*ESSENTIAL DUTIES & RESPONSIBILITIES:*
1. Oversee, supervise and manage the day-to-day operations of the fiscal office, providing hands on support and guidance to staff to effectively accomplish the work of the department.
2. Supervise fiscal staff including completing annual performance evaluations, and establishing performance goals and assuring staff meet goals.
3. Manage the general ledger and lead the month end closing process. Prepare audit schedules and interface with external auditors/reviewers as needed and directed by the CFO.
4. Oversee the payroll cost allocation process. Assure proper procedures in place to allocate payroll costs and invoices to proper contracts, accounts and budgets in accordance with all regulatory standards.
5. Prepare monthly budget vs. actual reports for each program. Review and analyze results with program managers and the CFO to ensure a proactive approach to cost control, proper allocation of costs, compliance with contract regulations and maximization of budgets.
6. Under the direction of the CFO, prepare annual program budgets, funding source budgets and required internal and external reports. Maintain up to date budget information in the accounting system. Work closely with Program Managers and CFO to prepare and file new and renewal grant/contract applications and required amendments.
7. Assist the CFO in the preparation of Finance Committee presentation material.
8. Assist with preparation of Agency-wide data collection reports.
9. Under the direction of the CFO, maintain, update and implement written fiscal policies and procedures and provide recommendations for any changes or improvements. Maintain the accounting systems, updating and implementing new modules, as required.
10. Other duties deemed necessary by the CFO to provide support and services to meet the agency’s fiscal goals.
*SUPERVISORY RESPONSIBILITIES:*
Supervises 2-5 direct reports, including Accounts Payable, Accounts Receivable and other fiscal staff as assigned.
*QUALIFICATIONS/SKILLS:*
1. Bachelor’s Degree in Accounting; CPA preferred. Requires hands on knowledge of finance, not-for-profit accounting, budgeting and cost control principles, including GAAP, State and Federal contract compliance and reporting and Grants management.
2. Minimum seven years previous experience in accounting position with at least two (2) years of supervisory responsibility.
3. Must be highly analytical, detail-oriented and organized.
4. Requires professional written and verbal communication and interpersonal skills, ability to motivate others while simultaneously managing several other time sensitive projects along with ability and willingness to analyze financial data and prepare meaningful reports utilizing computer programs including automated accounting packages and spreadsheets.
5. Requires excellent knowledge of Microsoft Office (Excel, Word and PowerPoint) and the ability to effectively use BlackBaud accounting software.
6. Demonstrated commitment to working on behalf of Agency mission and with people of various economic backgrounds.
