Position Summary: The New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students and approximately 75,000+ teachers in over 1,800 schools. The NYCPS plans to redesign the way it manages and delivers school transportation services to public, charter, non-public, and early childhood programs and families. The redesign centers around a partnership with Via Mobility, which provides for a modern, state-of-the-art suite of transportation management technologies, including:
- Real-time bus tracking and student boarding information, implemented through an inexpensive, GPS-enabled tablet running the “Bus Driver App” (a customized version of the Via Driver App), which provides drivers with turn-by-turn navigation and digitally records student boarding and alighting.
- Real-time, sophisticated notification system connecting all stakeholders (parents/caregivers and students via app and/or text, and NYCPS and school administrators through a dedicated web-based console). The system will provide automated updates on real-time bus location, student boarding and alighting, route changes, vehicle delays, etc. It will also allow NYCPS administrators to initiate notifications and seamlessly communicate with drivers, parents/caregivers, and students.
- Automated and dynamic vehicle routing optimized for traffic conditions and last-minute changes to advance and improve the student transportation experience.
The Senior Project Manager will supervise the Planning and Innovation Team’s project management with responsibilities including, monitoring, and managing professional staff’s deliverable work products; assisting in developing and overseeing implementation of strategic priorities; special projects, and developing communications and engagement. Performs related work.

Key Relationships: Serves as liaison with senior Operations, Office of Pupil Transportations (OPT) and NYCPS management as well as other government agencies.
Responsibilities
- Provides direction and management for the development of policies, rules and regulations governing the Office of Pupil Transportations (OPT) Planning and Innovation Team.
- Reviews workflow procedures and implements changes when needed.
- Establish project specific frameworks as needed such as for the NYCPS’s Student Transportation Ridership Information and Data Enterprise System (STRIDES).
- Interprets NYCPS rules and regulations and State Education Regulations to ensure that account managers adhere to and follow regulations as it pertains to transportation services to students.
- Prepare briefing materials, talking points, and speeches, reports and presentations to internal and external stakeholders, perform related assignments or special projects, and undertake supervisory and additional responsibilities as may be required.
- Implements changes in procedures and develops new procedures for improving efficiency of operations.
- Develops and implements all programmatic and administrative strategies/initiatives within required timeframe according to OPT’s interests, priorities and policies.
- Supervises and reviews the work of each project manager.
- Supervises the organization, compilation, and presentation of monthly metrics including information on tracking of timelines of the Planning and Innovation team’s work plan with professional staff, including identifying priorities, and securing required resources and approvals.
- Works closely with OPT managerial staff in the resolution of transportation issues including registration of students, routing, training of staff, and customer service.
- Performs related responsibilities associated with the provision of transportation services to all students.
Qualification Requirements:
Minimum:
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
Preferred
- Managerial and project management experience.

Salary: $94,146 - $103,561
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
