General Statement Of Duties:
Provides support as part of the Talent Management Staff and Human Resources team within the Colorado Judicial Department. Assists with the development and execution of the Talent Management program through research and design. Administers talent management and organizational effectiveness programs ensuring internal superior customer experience, effectiveness, and efficiency.
Distinguishing Factors:
The Talent Management Specialist is distinguished from other human resources classifications due to the responsibility of Talent Management functions within the Judicial Department. This position reports directly to the Talent Management Program Supervisor.

Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills for job openings within the Judicial Department.
Assists with full cycle recruitment to include sourcing, posting, approving, interview materials, reference checks, marketing and strategy and process consultation.
Coordinates participation in, sets up display, and works at job fairs.
Assists with developing recruitment marketing programs such as brochures about the organization and its opportunities.
Supports the comprehensive career development program for current employees with the goal of helping increase employee engagement, career planning and retention.
Researches, develops, and assists with Talent Management programming initiatives which include succession planning, employee engagement, full cycle recruitment and other programming initiatives.
Assists with statistical reports and other data to monitor talent management program. Consults with Human Resources Management to prepare and recommend policies, procedures, and best practices for Talent Management programs.
Manages the Judicial Department electronic recruiting system and works with applicants with any issues within the system.
Provides training for employees and hiring managers on related Talent Management topics.
Serves as the judicial department’s point of contact for all employment related background and criminal history checks.
Attends meetings and training as required.
Performs other duties as assigned.
Supervisor Responsibilities:
No formal supervisory responsibility. Responsibility for one's own work product and work within a unit performing similar functions. May provide functional guidance to less knowledgeable or experienced coworkers. This may include problem solving, providing on the job training and reviewing work of others.
Minimum Education:
Graduation from an accredited college or university with an associate degree and one year of talent management experience based on the duties listed in the job description. Strong interpersonal and written communication skills with a wide range of individuals and constituencies in a diverse community. Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.
Physical Demands:
While performing the duties of this job, the employee is regularly required to sit; use hands to perform repetitive motions, talk and hear. The employee is frequently required to walk/move about. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception and ability to adjust focus.
Work Environment:
The noise level in the work environment is usually moderate. May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously and may occasionally handle absentee replacement on short notice.
