The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Budget Analyst. Under direction, this position will develop and prepare supporting documentation for the Department’s budgetary submission to the Governor’s Office of Management and Budget (GOMB). As directed, the position will attend and represent the Department in meetings with GOMB and various legislative committees concerning agency operational requests. This position will also conduct detailed analysis of historical spending and projected expenditures using computer database programs, spreadsheets, and reporting software. Additionally, the position will conduct detailed analysis of direct service caseload data to establish affordable hiring targets and project future front line staffing needs, while serving as working supervisor of subordinate staff. 1. Serves as Budget Analyst
2. Conducts detailed analysis of historical spending and projected expenditures using computer database programs, spreadsheets, and reporting software, including Microsoft Excel, Microsoft Access, and SQL Server Management Studio
3. Conducts detailed analysis of direct service caseload data to establish affordable hiring targets and project future front line staffing needs using computer database programs, spreadsheets, and reporting software
4. Serves as working supervisor
5. Serves as liaison with the Payroll Administrator and other appropriate staff to obtain and review payroll reports and data to analyze and project current and future costs
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
2. Requires two years of responsible administrative experience in a public or business organization
Of the noted two years of experience, requires that the experience include budgetary planning/operations and the use of Excel and Microsoft Access, including the development of formulas, pivot tables, and graphs, and the creation of complex tables and inquiries
1. 2 years of professional experience in budgetary planning and operations in a public or business organization
2. 2 years of professional experience using Excel and Microsoft Access to develop formulas, pivot tables, and graphs and to create complex tables and inquiries
3. 2 years of professional experience in a public or business organization utilizing the ability to develop and manage a supportive agency program
4. 2 years of experience in a public or business organization utilizing effective organizational, analytical, and written/oral communication skills
5. 2 years of professional experience in a public or business organization utilizing the ability to develop, install, and evaluate new and revised methods, procedures, and performance standards
