Position Summary: The Office of Academic Policy and Systems (OAPS) is responsible for supporting New York City Public schools (NYCPS) in implementing grading, programming, promotion, and graduation processes that support educational equity. OAPS creates structures, resources, and tools to support schools in reflecting on their practices in these areas, using policy, data, and systems as levers for advancing equity and minimizing bias. OAPS is part of the Office of Policy and Evaluation (OPE) under the First Deputy Chancellor. OPE is the primary source of data analysis, research, and academic policy for NYCPS.
The Associate Director, Strategic Operations will work with a team of product and program managers to facilitate planning, decision-making, documentation, communications, and user support efforts for enhancements to the NYCPS’s student information systems. The Associate Director, Strategic Operations ensures that complex technical projects are coordinated, timely, and responsive to the needs of school-based staff, field staff, and central program managers and data consumers. Performs related work.

Key Relationships: Works closely with the Division of Instructional and Information Technology; Directors and program managers within OPE; the Division of School Leadership, including Superintendents and their teams; the Office of Student Pathways; the Division of Multilingual Learners; the Division of Teaching and Learning; and the Division of Specialized Instruction and Student Support.
Responsibilities
Strategy and Operations
- Develop and oversee procedures for collaborating internally and with other teams in OAPS and across the NYCPS, ensuring coordination of complex projects and initiatives.
- Conduct meetings with program offices, soliciting feedback and collecting input from diverse stakeholders regarding the policies and processes related to their content areas.
- Use this feedback to develop and enhance approaches to managing student information.
- Coordinate and support product managers in short and long-term planning across a variety of applications, in alignment with office goals and priorities.
- Maintain product backlogs and annual roadmaps.
- Develop agendas and support the Director in facilitating recurring team meetings and working groups, including with other program teams and external partners.
- Manage the development and maintenance of internal team documentation, including decision-making outcomes, business requirements, and user support documentation.
- Serve as a general subject matter expert on several NYCPS student information systems; support product managers in identifying dependencies and ensuring seamless integration.
- Develop and present status updates, reports, recommendation memos, and briefings on team projects and initiatives.
- Develop and manage project plans for various initiatives; ensure that project goals and objectives are met on time.
Field Support and Communications
- Manage the assignment of helpdesk tickets and other field escalations and support OAPS team members in providing timely responses to staff from superintendent teams.
- Build and maintain relationships with field support staff, including superintendents, to ensure cohesive messaging.
- Develop, coordinate and deliver training to school-based staff, superintendent teams, central offices, and external stakeholders.
- Develop, maintain and publish user support documentation for school-based, superintendent, central staff, and external stakeholders.
- Facilitate the creation of agendas for weekly and ad hoc meetings with field staff, including collaborating with policy and program managers across the NYCPS to align on field-facing expectations.
- Support the Director in maintaining the office communications calendar, including Principal and Superintendent-facing announcements, on a weekly and monthly basis.
- Maintain working knowledge of prior years’ calendars to ensure that cyclical tasks are included alongside new announcements.
- Develop communication plans and review planned messaging on behalf of the Director.
- Provide feedback on clarity and precision of messaging and ensure that all required stakeholders are represented.
Qualification Requirements:
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s); or
- A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.
Preferred
- Knowledge of the NYCPS’s student information systems, such as ATS, STARS, and New York City Schools Accounts (NYCSA).
- Deep interest in public education and its role in advancing equity; experience or enrollment in a large urban school district.
- Experience working with diverse peers and populations.
- Understanding of racial equity and willingness to engage in conversations about race.
- Ability to interact with and obtain feedback from school-based staff, field staff, and other constituents.
- Experience collaborating with various stakeholders to gain new perspectives

Salary: $103,446 - $110,300
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
