This position primarily supports CalHR's partnership with the State Controller's Office (SCO) on the (CSPS) Project by providing expert advice on leave programs, Civil Service Pay Scales, Pay Letters, and payroll. This position will also research, advise, write, and revise CalHR policies based on laws, rules, and memorandum of understanding.
Under the general direction of the (PSB) Manager Personnel Program Manager II (PPM II), Staff Personnel Program Analyst serves as a CalHR Personnel Management Division (PMD)/ PSB expert consultant in support of the (CSPS) project. The PSB provides policy and consultation to state departments on appropriate salary and leave determinations and the administration of the State Restriction of Appointment (SROA) program. This position will be responsible for providing consultation and advice to departments and the CSPS team regarding PSB functions in the above areas including assisting in the pay scales/pay letter redesign, program changes, policy changes and policy recommendations This position will also be responsible for process flow documentation, and potential redesign recommendations for PMD/PSB’s interactions with the State Controller’s Office (SCO) related to PSB related functions. This position is critical to CalHR’s ability in the future state to provide the SCO with detailed instruction on how to update the state payroll system as a result of collective bargaining, Administration decisions, and State Personnel Board actions, etc.
This position is eligible for a pay differential that is 5% of the monthly base pay rate.
