Software Development Lead and make an impact on our
NEDSS (National Electronic Disease Surveillance System) project with the
Centers for Disease Control and Prevention (CDC). For this project, we develop, maintain, and support the NBS (NEDSS Base System), a web-based disease surveillance system used by public health jurisdictions to collect and analyze disease occurrence data, as well as to report this data to the CDC. As a Software Development Lead, you will manage a complex software product and lead a team of software developers in performing complex analysis, design, development, testing and delivery of software applications. The Software Development Lead will work along with other team members to design and develop various software components and manage a critical product with several complex modules. You will lead cross-functional project teams to deliver high-quality technology solutions for our Centers for Disease Control and Prevention (CDC) customers and will apply advanced level of technical knowledge to solve a variety of complex technical issues.
This role is remote; but, must be within commuting distance to Atlanta, GA for occasional onsite meetings. Travel expenses will not be reimbursed.
KEY RESPONSIBILITIES

Conduct full lifecycle activities to include requirements analysis, design, development, and testing.

Represent and lead client meetings regarding development status and updates on a continuous basis.

Drives the architecture of software applications based on user requirements and functionality.

Develops and enforces software development processes and procedures.
- Conduct design and code reviews to ensure design principles are followed.

Take ownership of ensuring proper testing occurs prior to software releases.
- Continuously strive for improvements to existing software applications, systems and services

Define strategies and roadmaps for expansion of capabilities, technologies, and governance.

Support the design and review of the technical architecture and supporting information technologies to compliance with IT Standards, including such areas as security, performance, capacity planning, backup / recovery, failover, and disaster recovery.

Maintains current knowledge of relevant technology.

Ensure solutions and activities delivered are aligned with the strategy and vision of the customer.

Collaborate with fellow teammates on complex problems and recommend improvements.

Commit to staying abreast of emerging technologies and evolving customer goals and objectives.

Participate in architectural and design discussions as they pertain to Future State, Concepts, and planned or active Development & Engineering projects.

QUALIFICATIONS:
Required skills and experience:
-
Bachelor's degree and 10+ years' experience (Degree in Computer Science, Information Systems or related area is preferred)

10+ years of solid experience with full life-cycle software development
-
Experience working closely with client stakeholders, architects, analysts, and SMEs to validate and/or elicit information requirements for enhancements and modernization of application design and architecture

Extensive experience with various technologies such as Java & SQL and open-source technologies
-
Experience in translating detailed design into developing system functionality using Java J2EE
-
Understanding of data warehousing principles and concepts
-
Current experience with Microsoft SQL Server databases
-
Demonstrated ability to effectively manage technical resources at various skill levels

Experience with product roadmaps and executing client implementations
-
Experience developing and managing Microsoft Azure or AWS cloud environments
-
Experience with DevOps tools, Automation & Containerization
-
Experience in system design and documentation
-
Experience in troubleshooting defects/other issues raised internally or by state partners

Ability to write complex SQL queries in support of development and/or troubleshooting

Experience in actively participating in backlog grooming and design sessions
Desired skills and experience:

Experience leading, coaching and mentoring junior developers.

Understanding of Struts MVC Framework

Experience with data integration engines such as Orion Rhapsody

Experience with Agile development tools, such as Atlassian Jira and Confluence

Experience with SAS Reporting

Experience with ETL tools/development.

Familiarity with Public Health/Public Health Surveillance Systems

Experience with HL7 standards and messaging.

Experience working on CDC or other government project(s)

Public Health Domain experience (understanding of public health standards like HL7, CDA, LOINC, SNOMED)

Salary and Benefit Information
The likely salary range for this position is $106,371 - $132,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
