Position Overview:
The 340B Program Administrator serves as the compliance expert on 340B Program details, policies, and procedures, acting as the liaison with necessary affiliated departments to ensure 340B Program integrity. This position provides expertise regarding ongoing compliance, develops and maintains internal and external relationships (wholesalers, contract pharmacies) as needed, and actively engages with senior leadership in decision-making processes related to the implementation of new 340B processes. The role ensures all policies and procedures are adhered to, maintains contracts, and coordinates internal and external audit practices. Collaboration with a multi-disciplinary team of Nashville CARES’ staff is also vital.
Essential Duties/Responsibilities
Training and Education
- Acts as the liaison with necessary departments to ensure 340B Program integrity.
- Develops training and competency materials related to the 340B program.
- Conducts ongoing 340B program training for staff.
- Ensures efficient processes and addresses any problems or suggestions for improvement through internal and external communication.
Policies, Procedures, and Operations
- Develops, implements, and modifies consistent policies and procedures according to all applicable guidelines.
- Serves as the expert on acceptable 340B policies and procedures.
- Manages the day-to-day operations, eligibility, and compliance of the 340B program.
Compliance
- Continually monitors 340B regulations to ensure federal compliance, staying up-to-date on all rule changes, including HRSA/OPA.
- Shares all learnings and hot topics with management and staff.
- Keeps abreast of trends and issues by attending 340B trainings and monitoring industry publications to ensure the agency has the latest information regarding interpretations, rulings, suggestions, and advanced ideas for improving participation.
- Leads the agency’s 340B committee, including members from senior leadership and programs.
Registration/Recertification
- Ensures the annual HRSA recertification is completed within the allowable period, the listing is always accurate, and monitors regularly to ensure pharmacy sites are added and discontinued accordingly.
Auditing
- Oversees required 340B audits, both internally and externally.
- Maintains a current state of “audit readiness.”
- Serves as the point person and coordinator for all audits.
- Coordinates all requests and responses.
- Coordinates external compliance assessments with outside firms, where appropriate, to validate internal processes.
- Leads 340B purchasing and utilization audits or compliance assessments internally to ensure compliance with all applicable regulations, including self-audits of 340B processes, annual audits of contract pharmacies, and monthly audits of 340B eligible locations.
- Coordinates the remediation of findings.
- Routinely reviews data and related reports from all points of service where 340B participation occurs to ensure that policies and procedures are followed, entity eligibility requirements are met, and all patients meet patient definition requirements.
340B Contract Management
- Manages relationships, billing services, and compliance with contracted 340B pharmacies, manufacturers, and wholesalers.
- Reviews data to recommend adding new contract pharmacies based on patient utilization.
Program Enhancement/Optimization
- Develops strategies for appropriate use of the program, working directly with manufacturers and wholesalers.
- Provides oversight for the implementation of process improvement initiatives and creates an environment that emphasizes continuous monitoring and improvement.
- Provides input and implements plans in coordination with the organization’s pharmacy leadership for organizational facilities to help use 340B savings to expand and improve care provided to underserved and vulnerable populations and assists the organization’s leadership with program development and optimization.
Reporting and Financial Analysis
- Prepares, monitors, and reports measurements to ensure satisfaction with the 340B program.
- Develops, monitors, and presents reports on 340B participation that clearly document utilization, savings, problem areas, exceptions, and/or discrepancies to senior leadership.
- Routinely communicates any questions, issues, or discrepancies with the appropriate authority.
- Reports monthly on saving opportunities.
- Communicates key metrics and improvement actions to senior leadership.
- Ensures appropriate documentation and audit trail across areas of responsibility.
- Develops, monitors, maintains, and presents reports to managers and directors on budget variances.
- Develops and prepares drug spend analysis for forecasting and budgeting.
- Completes analytics on any department changes that may affect the budget to make appropriate budgetary adjustments.
- Serves as the point person for finance as it relates to reporting needs for drug expense.
Qualifications
Education and/or Experience
- Bachelor’s degree in healthcare-related field or business management, pharmacy experience preferred.
- Four (4) years of institutional experience (hospital—acute care, community-based organization, nursing home, home health care, integrated health system).
Preferred Qualifications
- Master’s degree in health system pharmacy administration, Business Administration, or other relevant fields.
- Prior experience/knowledge of the 340B Program, at least 2-4 years preferred.
- At least 3-5 years of experience in hospitals, grantees, and/or health clinics.
- Advanced 340B Operations Certificate (340B ACE).
- Project management experience.

- Effective interpersonal skills, including the ability to form collaborative alliances, promote teamwork, and ensure high internal and external customer satisfaction.
- Ability to work as a team player or autonomously with strong organizational skills, project management skills, and attention to detail.
- Ability to work with vendors and other departments to keep multiple tasks on track and bring projects successfully to completion.
- Strong skills in standard Microsoft Office applications (Excel, Word, Outlook, Access).
- Ability to initiate and follow through on complex programs of both short and long duration.
- Highly developed problem-solving skills, including the ability to identify and resolve complex problems.
- Valid Tennessee Driver’s License and automobile liability insurance.
