This position is located in the District of Columbia Department of Human Services (DHS), Office of the Director. The mission of the DC Department of Human Services is to empower every District resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and supportive services. Incumbent serves as the principal advisor to the Chief of Staff and Director on a variety of major executive policy issues, program development, process improvement, and/or decisions formulated with input of the Chief of Staff. The Deputy Chief of Staff oversees the Communications and Public Affairs (CPA) division and serve as a strategic advisor and right hand to the Chief of Staff on all matters related to external and internal communications, media relations, public affairs, and brand management and plays a critical leadership role within the CPA team, overseeing day-to-day operations and driving strategic communication initiatives.

Duties and Responsibilities
Incumbent provides expertise to support executive decision-making processes by analyzing facts and issues regarding DHS's operations. Identifies best practices and other objective criteria to evaluate the issues. Assesses the stakeholder environment and potential impacts, risks, and benefits associated with proposals or courses of action. Makes recommendations that are well-defined and coordinated and include the use of multidisciplinary approaches sufficient to meet the established and anticipated needs of decision makers.Initiates and oversees the completion of a wide variety of complex and diverse large-scale projects designed to meet the needs of DHS and other internal and external stakeholders.
Conducts special studies of high-profile or sensitive problem areas including changes in program operation and staffing requirements necessary to effect improvements in program efficiency and effectiveness. These studies require extensive probing and analysis in determining the nature and scope of an issue or problem. Monitors constituent services function which accurately addresses stakeholder requests within prescribed timeframes; and effectively increases communications with stakeholders on the overall mission of the agency.
Qualifications and Education
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. - Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
- Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
- Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
- Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
- Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
Residency Requirement: If the position you are applying for is in the Career, Management, Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
