General Description and Classification Standards
The Financial Manager- is responsible for Passenger Facility Charges (PFC) and Customer Facility Charge (CFC) Financial Models. Reviews monthly detail PFC reports for accuracy and reports quarterly PFC information into FAA’s SOAR reporting system online and to City financial systems. Provides a range of technical and policy planning support for airport projects and operational funding plans. This position ensures appropriate documentation of airport funding plans remain consistent with Federal Aviation Administration (FAA) regulatory and guidance requirements. Serves as a liaison for maintaining positive relationships between the Airport, the City, and other entities working groups. Works close with Senior, Financial Manager DOA Debt & Treasury in preparing PFC Applications and Amendments to present to FAA and Key Stakeholders. Reviews the annual PFC Audit Budget items and Annual PFC status report.

Essential Duties & Responsibilities

- Directs, manages, provides assistance, and implements a series of funding needs development projects through initiation or planning in accordance with the Capital Improvement Program and budget process; provides funding planning support to development projects funding sources that are either in design or in construction as requested by supervisor as well as support to other business units.
- Reviews for specific projects related to PFC, AIP and CFC funding needs assigned by key stakeholders ensuring targeted milestone dates are achieved; participates in discussions of written proposals and reviews to ensure compliance with Federal laws. Manages, prepares, and maintains the quality of airport documents; performs reviews of documents such as Master Plans and other related documentation such as project invoices Standard Operation of Values (SOVs) and Project Information Packages (PIPs) for closing of projects.
- Preparing Journal Entries as needed for capital projects and budgets.
- Performing account analysis and developing explanations for significant variances between financials and models.
- Assist with the annual PFC Stats Report, include the preparation of submission to FAA.
- Assist with the annual PFC audit, including the preparation of prepared by client (PBC) requests, pulling supporting documentation and other activities in support of the audit.
- Assists with preparation of the DOA’s Annual Comprehensive Financial Report (ACFR).
- Assists with the preparation of the DOA’s monthly, quarterly, and annual reporting Models for PFCs, CFCs, and any other DOA’s Capital Projects funding sources needs.
- Review monthly open grant reports and Commercial Paper Interest reports for accuracy.

Formal Knowledge
- Knowledge of Excel including use of Pivot Tables, data collection and management, etc.
- Knowledge in Federal Aviation Regulations (FARs), Advisory Circulars (ACs), and other related aviation regulations.
- Familiarity with a variety of financial reporting, budgeting, and forecasting applications.
