The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Strategic Operations Specialist. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by supporting the Director of Internal Operations in designing, integrating, and improving MCS administrative systems and processes.

Reporting to the Director of Internal Operations in the Strategic Business Operations (SBO) unit, this role will ensure MCS has the proper operational controls, administrative systems and reporting procedures in place to continuously improve the organization’s internal operations. The position accomplishes this through a constructive and collaborative style, guided by the objectives of the department and with their fellow SBO teammates.
The Strategic Operations Specialist will perform highly advanced (senior level) project management, process improvement and coordination activities. This position works under minimal supervision with extensive latitude for the use of initiative and independent judgement. Performs other duties as assigned and required to meet the mission and goals of the Strategic Business Operations unit.
Essential Job Functions:
Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
Assists with the development and maintenance of internal operating standards, processes, and practices that are responsive and adaptable to evolving business needs (25%)
Serves as the MCS main point of contact for agency open records requests and records review, management, and retention activities. (25%)
Serves as the MCS representative to cross agency workgroups focused on operational issues and supports needed interagency coordination for operational related requests or projects (15%)
Assists with key operational reporting to ensure quality and consistency - including but not limited, to the division’s operational plan, business continuity plan, open records tracking, and other ad hoc requests (15%)
Supports MCS disaster planning and response – including optimizing processes, guiding cross department and interagency coordination, timeline management, reporting, etc. (10%)
Assists with the planning and implementation for large administrative, staff spacing, and operational changes (5%)
Other duties as assigned (5%)

Initial Selection Criteria:
Graduation from an accredited four-year college; highly relevant experience may substitute for a college degree. Requires at least one year of experience working with Medicaid/CHIP, health and human services state programs, or state agency administration. Prefer experience with state agency operations and procedures.
