Director of Communications
Office of Ethnic and Community Media
Position Title: Executive Director
Job Number: 43086
The Agency You’ll Join
The NYC Mayor's Office administers all city services, public property, most public agencies, and
enforces all city, state, and federal laws within New York City. New York City’s Mayor, Eric Adams is
head of the executive branch of New York City's government. Mayor Adams has served the people of
New York City as an NYPD officer, State Senator, and Brooklyn Borough President. The Adams’
Administration is leading the fight to make New York City’s economy stronger, reduce inequality,
improve public safety, and build a stronger, healthier city that delivers for all New Yorkers. As an
agency, we value fairness, helpfulness, transparency, leadership and build our teams around these
values. For current job opportunities visit our careers page.
The Team You’ll Work With
New York City is one of the most diverse cities in the world, and the news publications its residents
read and consume reflect that diversity. The Mayor’s Office of Ethnic and Community Media (MOECM)
promotes City services and programs through partnerships with a diverse array of media outlets and
CBOs/Nonprofits that serve people across the five boroughs. MOECM was established by Local Law 83
of 2021, which requires that City agencies spend at least half of their advertising revenue on Ethnic and
Community Media (ECM) outlets. Ethnic and Community Media outlets are defined as newspapers,
websites, and broadcast media outlets that serve communities of people based on factors like native
language, race, color, gender, national origin, ethnicity, religion, sexual orientation, disability, or
immigrant status; and outlets that target discrete neighborhoods, geographic regions, or populations
within the city rather than the city as a whole. MOECM facilitates connections between Ethnic and
Community Media outlets and City agencies; advises the Mayor on communicating government
information to the public; oversees the Local Law 83 ECM spending requirement; and publishes an
annual report on general advertising spending by City agencies and Mayoral offices.
The Problems You’ll Solve
Given the broad requirements of Local Law 83 and the interagency nature of the work, MOECM will
require an Executive Director to help facilitate interagency communications, track progress towards
regular reporting timelines, staff special projects, and support all day-to-day work of the Office.
