This position has responsibilities both in-office and in-field. Expectations are to be responsible for field HSE oversight as well as reporting, meeting participation, and administrative documentation.
Hours: Monday- Friday from 7:30 AM- 5:00 PM and sometimes Saturday

Key Responsibilities/Accountabilities:
Working with project management, site and corporate safety management, and site field leadership, to ensure compliance with Federal and Guam regulatory requirements.
- Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
- Attach safety inspection logs to the Contractors' daily production report.
- Prepare and review hazard analyses, training, and site-specific plans.
- Conduct site safety indoctrination trainings for new employees working onsite.
- Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
- Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
- Promotes teamwork; coaches and guides others.
- Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
- Ensure the requirements of EM 385-1-1, USACE Safety and Health Requirements Manual and the requirements of 29 CFR 1926.16 are met for the fieldwork performed.
- Ensure appropriate onsite SHO oversight required for all field work.
- Compile and track safety deficiencies. Ensure corrective actions are taken to mitigate all identified deficiencies.
- Interact and interpret customer needs, review contract requirements and identify solutions.
Basic Qualifications:
- A minimum of 5 years safety work on similar projects
- 30 hour OSHA Construction Safety class or equivalent within the last 5 years
- An average of at least 24 hours of formal safety training each year for the past 5 years
- Competent person training as needed -- examples include excavation, rigging, scaffold, confined space.
- 40 hour Construction Safety Hazard Awareness course provided by qualified trainer.
- The credentials of the position will be approved by the Contracting Officer in consultation with NAVFAC Marianas Safety Department.
- Ability to pass government background investigation to obtain clearance to enter and work on military installations.
- Show the knowledge and experience in construction or general industry fieldwork specifically related to construction, maintenance and repair activities in and around petroleum and petroleum-related systems. The field efforts are specifically on U.S. military installations that store, transfer, and utilize jet fuels, unleaded gasoline, and diesel products and closely related derivatives. This position must understand the unique hazards posed by these systems containing these or similar products.
- Highly organized and can an manage electronic documents, complex review and response cycles and can implement and execute administrative protocols.
- Excellent written and verbal communication, including the ability to present information verbally and in writing in meetings with government, field personnel, and project team.
- Has experience using Microsoft 360 and other products such as SharePoint, Word, OneDrive, etc. to manage an effective safety program. Alternatively, proof of a personal ability to learn computer system and tools at a rapid pace.

Pay: $83,000.00 - $104,000.00 per year
