Human Resources Support Specialist – US Department of Transportation, Pipeline and Hazardous Materials Safety Administration, Washington, D.C.
Provide administrative and technical support to HR management and staff in areas like staffing and recruitment, human resource development, employee relations, advisory services like providing advice on the implication of proposed management decisions with respect to procedural HR matters, and workforce planning services like analysis of data from reports extracted from HR databases and personal security coordination.
Specific tasks include:
- Provide administrative and technical support to HR Specialist staff, including the staffing and recruitment, position classification, human resource development, human resource systems, and employee relations programs.
- Assist with awards activities on an as needed basis.
- File documents and maintain Official Personnel Folders (OPFs).
- Identify, recommend, and follow best practices and methodologies to support PHMSA’s needs and mission responsibilities.
- Provide human resource development, employee relations, advisory services and provide advice on the implication of proposed management decisions with respect to procedural HR matters.
Qualifications:
- Must possess a High School Diploma.
- Knowledge of current Federal HR laws, regulations, and policies.
- Proficient in using office automation software, e.g., MS Word, electronic mail (Outlook), Excel, and Access;
- Skilled in drafting, editing and reviewing documents for correct content, spelling, punctuation format, grammar, and style.
- Ability to communicate effectively with individuals at all levels of responsibility and good organization skills.
- Experience in eOPF, processing, coding personal actions.
- Ability to develop effective working relationships with several DOT offices to ensure success of the program.
- Ability to communicate effectively to resolve issues that arise with internal stakeholders and The public.
- Skill in coordination of several integrated business processes to ensure timely process of all requests.
- Excellent organizational skills, attention to detail, and sound skills in written and oral communication is a must.
- Must be able to read, write and speak fluent English
- Must be able to pass a Federal background check
