Under the supervision of the Senior Manager, Maintenance, the Maintenance Manager will direct and manage the maintenance responsibilities and maintenance personnel of the Pittsburgh Water and Sewer Authority’s Water Treatment facilities.
RESPONSIBILITIES
- Manage assigned personnel schedules and work
- Manage assigned employee performance, time, discipline, and absenteeism management
- Establish inventory controls on all equipment of tools
- Develop reports on maintenance, to include repair and replacement cost estimates
- Maintain a maintenance management program including manual and computerized records
- Carry out the responsibilities in accordance with PWSA’s policies and applicable regulations and laws
- Other non-essential and marginal duties as required
- Provide resources and direction in maintenance repairs and training for designated employees in maintenance, such as Operators, Repair Specialists, Stationary Engineers, and Laborers
- Manage and direct the repair work and operation of purification and pumping equipment and machinery such as chemical feeders, flocculating machinery, and clarification equipment, filters, and controls, instrumentation and piping, HVAC and pumping systems
- Instruct employees in proper and safe procedure for handling chemicals, repair equipment, and general facility
- Arrange for all phase of maintenance to facility’s equipment, including preventative, corrective, and emergency repairs
- Direct, train, and assist maintenance staff (repair specialist, stationary engineers, operators, and laborers) in the facility and equipment maintenance and in all matters of safety during the performance of their duties
- Establish maintenance schedules for facility equipment, including daily, weekly, monthly, and annual functions
KNOWLEDGE, SKILLS & ABILITIES
- Basic understanding of relevant labor agreements and personnel policies and procedures
- Ability to write reports, business correspondence, and procedure manuals
- Ability to apply concepts of basic algebra and geometry
- Ability to deal with a variety of abstract and concrete variables
- Other non-essential duties as required
- Extensive knowledge of the hazards and safety precautions of work including the handling of chemicals and heavy equipment
- Considerable knowledge and experienced abilities/skills in interviewing, employee training, planning, assigning, directing work, and performance management
- Considerable knowledge of the principles and technique in the maintenance, repair and operation of water treatment plant, plumping and storage facilities
- Some knowledge of the principles, procedures, and techniques of trades such as plumbing and electrical work
- Some knowledge and experience with SAP software and ability to process basic procurement transactions
- Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations
- Ability to apply principles of logical and scientific thinking to a wide range of intellectuals and practical problems
- Excellent written and oral communication skills are required with ability to articulate complex technical concepts in business terminology
EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
- Associates Degree or equivalent from a two-year college or technical school
- 1–3 years of experience in a supervisor/manager role with at least 1 year of experience in Plant Operations
- Must obtain Operator License within 2 years
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency in Allegheny County at time of appointment and remain a permanent resident throughout employment with the PWSA.
SUPERVISION EXERCISED / RECEIVED
Will directly supervise the maintenance team comprised of utility workers, repairmen, welder, machinist, and plumbers. Will receive supervision directly from the Senior Manager, Maintenance

CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment.
Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.

Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.
