Job Summary:
The Construction Manager is responsible for overseeing all aspects of construction and rehabilitation projects for Impact Seven, including affordable housing developments funded by the Low-Income Housing Tax Credit program. This role requires a comprehensive understanding of the LIHTC program, construction management, budgeting, and federal, state, and local housing regulations. The Construction Manager will ensure projects are completed on time, within budget, and in compliance with all programmatic requirements.
Key Responsibilities:
- Manage the construction phase of LIHTC multifamily affordable housing projects from pre-construction planning to final completion and turnover.
- Manage rehabilitation projects of existing developments within the portfolio from pre-rehab planning to final completion.
- Coordinate with architects, engineers, contractors, and consultants to ensure project specifications and LIHTC compliance.
- Develop and manage project budgets, schedules, and timelines, ensuring efficient use of resources and timely completion of projects.
- Conduct site visits and inspections to monitor construction progress, quality of work, and compliance with building codes, safety standards, and LIHTC requirements.
- Liaise with government agencies, investors, and other stakeholders to ensure all regulatory and programmatic requirements are met.
- Address and resolve any construction-related issues, disputes, or changes in project scope, ensuring minimal impact on project timeline and budget.
- Maintain accurate and comprehensive project documentation, including contracts, change orders, construction drawings, and compliance reports.
- Facilitate communication between all project stakeholders, including developers, contractors, government officials, and community representatives.
- Implement risk management strategies to identify potential project risks and develop mitigation plans.
- Stay abreast of industry trends, construction techniques, and LIHTC program changes to ensure best practices in affordable housing construction management.
Qualifications:
- Bachelor's degree in Construction Management, Civil Engineering, Architecture, or a related field preferred.
- Minimum of 5 years of experience in construction management, with a strong preference for experience in LIHTC affordable housing projects.
- In-depth knowledge of the LIHTC program, affordable housing regulations, and federal, state, and local building codes.
- Proven track record of managing multifamily construction projects from inception to completion on time and within budget.
- Strong leadership skills and the ability to manage multidisciplinary project teams.
- Excellent communication, negotiation, and conflict resolution skills.
- Proficiency in construction management software, MS Office, and project scheduling tools.
- Ability to travel to project sites as required.
Physical Requirements:
- Ability to navigate construction sites and perform site inspections, which may include walking, climbing, bending, and standing for extended periods.
