Qualifications
Current clearances as required by law. Masters’ Degree and valid Level II Administration or Level II Supervisory Certification from an accredited institution. Minimum of five years of successful experience in school administration and education. Demonstrates aptitude for successful completion of the tasks and all responsibilities assigned.

Performance Responsibilities
1. Maintain polite and courteous attitude toward students, teachers, administrators, parents and visitors to the District.
2. Assume responsibility for the operation, maintenance, and evaluation of all District operated special and alternative education programs.
3. Supervise District school psychologists.
4. Development, implementation, and evaluation of the Comprehensive Plan.
5. Provide professional leadership in organizing, administering, supervising, and evaluating the effective delivery of special education services.
6. Establish an optimum learning environment within the special education department.
7. Ensure that all special education programs and activities conform to federal, state, and district guidelines.
8. Communicate effectively with all members of the special services department.
9. Oversee coordination of shared program responsibilities, and liaison with schools and other agencies.
10. Recognize and encourage outstanding performances for persons within the special services department.
11. Locate, prepare, write, and submit competitive grants.
12. Provide leadership on district initiatives and committees including dyslexia screenings, crisis prevention, anti-bullying measures, suicide awareness and prevention, and mental health task force.
13. Oversee the administration of Medicaid billing process.
14. Plan organize and implement Extended School Year Program.
15. Provide orientation program from new staff concerning special education services and Section 504.
16. Represent the school district in contacts with local, state and federal agencies in matters pertaining to Special Education, Section 504/American Disabilities Act (ADA), McKinney-Vento Homeless Act, and student health services
17. Supervise the administration and analysis of all state and local testing programs within the district, including the creation of an annual district-wide assessment calendar.
18. Coordinate the Teacher Induction Program and district orientation programs and activities of new teachers.
19. Participate in the supervision process of beginning teachers through classroom observations and conferences.
20. Promote and participate in the public relations program, including the District website and web pages.
21. Serve on district-wide committees as needed.
22. Keep the Superintendent fully informed of significant matters pertaining to the administration of the schools and consult freely with him/her concerning such matters.
23. Establish an open line of communication with the community.
24. Provide leadership in establishing new programs.
25. Prepare, verify, maintain and submit, within required time constraints, all reports to the Department of Education and other agencies.
26. Coordinate and monitor Home Schooling and Home Bound processes.
27. Establish procedures for placement, evaluation, assignment, and reappraisal of students with regard to the special education services program.
28. Assist in recruitment, selection and recommendation for the hiring of personnel.
29. Collaborate with building principals to supervise and evaluate all special education, gifted, and ELL personnel.
30. Collaborate with district and building leaders to analyze student data to inform and evaluate current programming effectiveness in a multi-tiered systemic framework (MTSS).
31. Develop the Student Services budget and provide expenditure/revenue control.
32. Recommend policies and programs essential to the needs of children.
33. Remain informed of all legal requirements governing special education.
34. Assume responsibility for compiling, maintaining and filing all reports, records, and other documents legally required or administratively useful.
35. Develop and maintain complete and cumulative individual records of all students receiving special services or enrolled in special classes.
36. Maintain a permanent inventory of equipment purchased for special education.
37. Establish procedures for requisitioning, ordering, and payment for special education equipment and supplies.
38. Approve all supplies, materials and texts used by special education personnel.
39. Evaluate, on an ongoing basis, the total special education program, curriculum, procedures and individual student needs and achievement.
40. Make recommendations on design, furnishings, equipment and location of new special education facilities.
41. Consult with parents of students enrolled in the program.
42. Assume responsibility for own professional growth and development, for keeping current with the literature, new research, and for attending appropriate professional meetings.
43. Act as District liaison regarding special education programs and services.
44. Adhere to and maintain knowledge of all District policies and procedures.
45. Other responsibilities and duties as directed by the Superintendent.
