Serves as the manager for a team of attorneys who are responsible for analyzing and providing legal counsel to the FAA on the legal implications of emerging threat concerns to U.S. civil aviation interests worldwide, including Notices to Airmen (NOTAM) and Special Federal Aviation Regulation (SFAR) mitigation, planning, and drafting. The work performed within the legal programs of AGC-700 and applicable mission areas has national and agency-wide significance which is vital to the FAA's ability to meet its aviation safety responsibilities.
The manager develops and executes plans, policies, and programs; sets priorities; assigns and reviews work of attorneys and support staff; exercises quality control, provides technical legal guidance and training to staff attorneys, monitors and evaluates performance; coaches and develops employee capabilities; ensures staff are trained and developed, and makes authoritative recommendations to higher level managers for other substantive personnel actions (such as selections and promotions). Develops and executes plans, sets priorities and performance metrics, approves leave, and takes, recommends or approves corrective/disciplinary actions as appropriate, defines and organizes staff and works to accomplish objectives and meet performance measures, and identifies and evaluates opportunities for operational efficiencies and/or cost savings.
In conjunction with other legal practice areas, provides advice and counsel regarding national security, cyber-security, and emergency management matters related to aviation safety, air navigation services, and commercial space. This includes a wide range of aviation safety, air navigation services, and commercial space-related matters, including but not limited to: civil aviation safety in conflict zones; cyber-security; all-hazards emergency management; continuity of operations; crisis response; information security; advanced threat analysis and mitigation; facility and personnel security; and special projects of a classified nature.
Serves as a member of the FAA's Crisis Response Working Group (CRWG) as a FAA legal counsel for national security issues presented at the National Security Council (NSC), Interagency Policy Committee (IPC), and other classified meetings.
Reviews and provides legal advice concerning draft FAA regulations, orders, other policy documents, and informational products, including inter-agency circulations and legislative proposals pertaining to national security, cyber-security, and emergency management. Advises FAA management and staff on inter-agency engagements related to national security, cyber-security, and emergency management, including but not limited to the National Security Council (NSC) process, as well as engagements with the Department of Transportation (DOT), foreign governments, and industry stakeholders on such matters.
Provides authoritative legal and policy advice and guidance to headquarters and regional offices relating to the foregoing matters, which cover a diversified and complex field of law and national, inter- and intra-governmental relations. The work involves frequent contact and dealings with high-level officials within the FAA, the Office of the Secretary of Transportation (OST), other executive and legislative agencies, foreign governments, and industry. Provides legal advice to the offices responsible for the operation of the Aviation Insurance Program (AIP).
Provides legal services directly to a wide range of clients, including senior officials in the FAA, Department of Transportation (DOT), Department of State (DOS), Department of Defense (DOD), and the White House, as well as foreign governments and international organizations. Works with foreign government officials at high levels, including cabinet members, ministers, ambassadors, and sometimes heads of state.
Ensures workload is entered, maintained, and current in the Case & Document Management System (CDMS).
