Manages and oversees on a comprehensive basis financial, budgetary and related administrative operations for assigned area(s) of responsibility; coordinates inter/intra-departmentally. Ensures compliance with regulatory guidelines and provides fiscal accountability.

Advanced professional and administrative work performing and providing consultative fiscal services in multiple areas of expertise. Duties include coordination and provision of intra/inter-departmental fiscal/procedural activities, executive management reports, training, operational and capital budgets, performance measurements, reporting of all financial activities of the department and special projects.
Monitors and manages fiscal activities of assigned areas and performs financial projects and analysis used in decision making. Develops cost allocation plans to distribute shared costs to the appropriate program/projects. Participates in departmental business planning initiatives; ensures compliance with local policies/procedures, statutory guidelines, and federal regulations. Develops, negotiates and implements viable cost-effective solutions.
Requires advanced analytical skills and technical knowledge of financial and administrative systems, standards, policies and procedures; the ability to communicate effectively orally and in writing, and to establish collaborative working relationships.
Reviews operations to ensure fiscal and programmatic compliance of grant agreements.
Prepares financial status reports for all division programs and grants and coordinates department obligations with external auditors in the examination of financial records as required.
Assists the Department Director with special financial, operational, and other projects as assigned.
Requires Federal and State grant reporting and approves Federal Grant cash draw downs.
Balance and audit all program financial affairs, reviews monthly expenditure reports and recommend/submits financial/budgetary adjustments.
Develops, coordinate, prepares, monitors, and evaluates the Department’s annual operating and capital budgets, re-budgets, and midyear adjustments.
Judgments and interactions can be of a non-routine nature.

Completion of Bachelor's Degree in accounting, finance or business or public administration and seven (7) years’ experience.
Preference will be given to those with a master’s degree in accounting or related field.
A comparable amount of education, training, or experience may be substituted for the minimum
qualifications.
Must possess the ability to organize work around broad organizational goals and processes.
Must possess the ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.
Must possess the ability to clearly and professionally provide updates to senior managers, elected officials, or other community groups or organizations.
Ability to analyze and evaluate accounting data. Ability to research and analyze information and data, recognize trends, arrive at valid conclusions, and make recommendations regarding plans for action.
Ability to follow detailed oral and written instructions.
Ability to organize work and provide technical assistance to other accounting personnel.
Ability to prepare complete and accurate complex accounting reports and statements.
Ability to establish and maintain effective working relationships with others.
Ability to communicate effectively both orally and in writing.
Considerable knowledge of laws, regulations and statutes as related to budget development. Knowledge of local government administration, management, budgeting, account and financial administration.
Ability to work in a dynamic environment with sensitivity and responsiveness to changing goals, priorities, and needs.
Ability to utilize Microsoft Office software with emphasis on Word and Excel for data analysis and report writing.
Knowledge of office procedures and practices to include personal computers and software applications used for accounting functions.
Ability to learn and use local computer accounting (J.D. Edwards) and budgeting (GOVMAX) programs.
Must possess and maintain a valid Florida Driver’s License
All employees must attend Seminole County Required Trainings.
