Position Description:
The role of the Project Sentinel Bilingual Court Program Manager for the Stanislaus County Superior Court is to serve members of the public with orientation and counseling regarding court processes and procedures in small claims and unlawful detainer court through the Self-Help Center of the Stanislaus County Superior Court, Main Courthouse; and provide mediation services to in pro per parties on the day of court, who have calendar dates in the small claims and unlawful detainer courts at both the Main Courthouse location in Modesto and the Turlock courthouse division location in Turlock. The position requires travel to the Main Courthouse in Modesto and to the Turlock division of the court, in the city of Turlock. The position fills a critical public service need for those proceeding in court without a lawyer, to be educated and informed on the processes that apply to court actions. This position requires a bi-lingual fluent speaker in Spanish and English.

Job Type: Exempt, full-time, 40 hours per week; In-Person Location: Main Courthouse, 800 11th Street, Modesto Salary Range: $68,000-7$1,000 annually

Supervisor: Director of Dispute Resolution Programs Primary Responsibilities:
· Educate and guide members of the public regarding proper court procedures and applicable forms,
including orientation on fee waiver applications and service of process.
· Respond to all email and phone requests for assistance, in a timely manner.
· Manage all self-help center appointments related to assistance requests for small claims and unlawful detainer court matters.
· Manage a variable, and sometimes high volume of activity and contact with members of the public.
· Data enter and track all client contacts, services rendered, and success stories.
· Enter case information and outcomes in the Project Sentinel database.
· Prepare data and reporting narratives for quarterly reports.
· Provide direct mediation services at both the small claims and unlawful detainer court calendars on designated days of the week, both at the Main Courthouse in Modesto and Turlock division in Turlock.
· Provide Spanish speaking mediation and/or work with Court interpreter to meet the needs of non- English speaking parties.
· Draft mediation agreements for signature by the parties.
· Liaise with Self-Help Center staff and court commissioners, clerks, and court personnel.
· At all times, maintain professional courtesy, confidentiality, and neutrality.
· Answer pro se litigant questions to provide neutral education about Court processes as needed.
· Develop and implement evaluation forms and ensure collection and tracking.
· Regularly attend Project Sentinel staff meetings via zoom or in person and contribute overall to the mission of the agency.
· Assist in other projects as needed.
Data Recording
Constant compiling, cross-checking, and verifying raw data that contributes to the writing of a quarterly report that provides the following:
· Program Updates
· Mediator Trainings and Events
· Comprehensive Case Data for Small Claims and UD
· Case Stories in a confidential manner
· Measurement of success such as number of hours mediating, success rates, and number of people served.
· Participant Evaluations
General Court Administration
· Maintain rapport and function as key liaisons for communication between Court officers such as Court Commissioners, bailiffs, clerks, bench officers, interpreters, and parties.
· Maintain regular communication with Court Self Help Center director to check in about the program and discuss overall needs.
· Assess the need and make swift adjustments to program delivery, as necessary.
· Maintain communication with Court Commissioners and clerks to receive feedback and check in about any necessary adjustments.
· Maintain ability to adjust services based on the court’s needs.
· Work collaboratively as a team with the Self-Help Center personnel and court officers to plan and develop programs as needed.
SKILLS & EXPERIENCE:
Qualifications:
· Candidate must have a desire to work and interact with, as well as demonstrate respect for, individuals and groups without regard to race, religion, sex, color, national origin, sexual
orientation, familial status, or disability.
· Bachelor’s degree required.
· Certificate in Mediation required.
· Serving as mediator in a minimum of at least 10 mediations.
Skills:
· Excellent oral, written communication and presentation skills. Fluency in written and spoken Spanish required.
· Excellent computer skills (Microsoft Office software, MS Teams, Zoom, Filemaker).
· Organized and able to maintain accurate records with attention to detail.
· Highly motivated, and capable of working in a high activity environment.
· Capacity to work without close supervision, with an active case load and short timelines.
PERFORMANCE GOALS:
· Deal with clients and other employees professionally at all times.
· Develop and maintain sufficient expertise in landlord-tenant law and dispute resolution skills, such as conciliation, mediation, and facilitation.
· Develop and maintain knowledge of referral options and resources.
SALARY AND BENEFITS:
This position is a full-time, non-exempt position. Salary range for 40-hour workweek: $32.69-$34.13 per hour/$68,000 - $71,000 yearly, with full coverage employee medical and life benefits. Supplemental 403B, dental and vision care offered for employee and family. Full time employees also receive vacation and sick time, as well as 10 paid holidays, incuding a paid winter holiday break from December 24 – January 1.
