Our paid time off accruals for annual and sick leave are as followed: 0-3 years of service = 2 hours of annual & sick per 40 hours worked; 3-9 years of service = 3 hours of annual & sick per 40 hours worked; 10 years or more of service = 4 hours of annual & sick per 40 hours worked. Position Summary:
Under the supervision of Human Resources Director, lead the design and implementation of compensation programs that support strategic and operational goals, ensuring all programs are effective and aligned with the overall compensation philosophy. Conduct job analysis, develop job descriptions, grade, benchmark, complete salary surveys, and oversee annual administration of merit and salary offers.
Essential Duties and Responsibilities:

Optimize the annual merit pay planning process and collaborate with Saginaw Chippewa Indian Tribe of Michigan, the Tribe`s enterprises, and HR colleagues to improve, align and orchestrate continuous improvement efforts across the function.

Administer compensation program; including preparing and maintaining company salary structure, job documentation, and job evaluation systems.

Maintains confidential wage grids and makes any adjustments to grids, as approved by Tribal Council.

Coordinate the annual merit process and projects approved by Tribal Council, including developing communication, determining eligibility, reviewing recommended increases, bonuses, budgeting and employee notification.

Approve wage negotiations in accordance to the Compensation Program Guide.

Develop and recommend compensation strategies in support of recruitment and retention strategies.

Coordinate and facilitate compensation committee meetings.
-
Update organizational charts to reflect approved changes.

Maintain and update merit calculator as appropriate.

Supervise compensation staff to include, but not limited to, hiring, discipline, time off requests, evaluations, and work performance expectations.

Coordinate with Gaming Commission on the identification of positions meeting or exceeding NIGC salary threshold as it relates to licensing requirements.

Review and evaluate new and revised positions. Determine appropriate salary grade assignment and FLSA status. Recommend appropriate salary, grade and title, and work with managers to discuss compensation recommendations.

Design job descriptions in accordance with department standards. Ensure current job descriptions are acquired and maintained for current and new staff. Ensure obsolete job descriptions are filed for historical purposes.

Participate in annual salary surveys. Analyze both formal and informal compensation surveys. Continually review and adjust survey matches to ensure the best match to the market.

Conduct parity studies of compensation, ensuring that all classification groups are reviewed at least once bi-annually, making recommendations as necessary to ensure market competitiveness.

Monitor trends in the competitive market and ensure programs continue to align with best practices and support the attraction, motivation and retention of qualified talent.

Evaluate geographic and benchmark market information on an annual basis. Make preliminary recommendations on adjustments to salary ranges, as appropriate.

Research and monitor FLSA compliance. Communicate risks and impact to Tribal Council, when necessary.

Design and generate reports from the HRIS, as needed, in order to capture data useful in compensation analysis for various recommendations or to perform audits on compensation related information.

Work with HRIS regarding requirements and testing for compensation-related system enhancements and upgrades.

Participate in the development and implementation of approved organization compensation plans, processes, and communication tools.

Provide advice and counsel to management and other employee groups on a broad range of classification and compensation issues and decisions.

Develop cost estimates regarding the financial impact of compensation programs and actions.

Analyze morale indicators and other personnel measurements such as but not limited to surveys, turnover, and grievances, and presents recommendations for new or revised compensation programs.

Provide training to various stakeholders including employees, supervisors, and managers on compensation topics and procedures.

Respond to requests and participate in projects relating to compensation as well as functions outside the scope of the compensation area.

Coordinate all Human Resources related information in the HRIS Database including data entry, retrieval and report generation.

Adhere to employee confidentiality and complies with HR policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).

Contact with other tribal organizations, outside regulatory agencies, compensation vendors to analyze and review compensation processes and available products.

Knowledge of principles, practices and trends in recruitment and employment; compensation and benefits; record-keeping systems; and performance development and evaluation systems.

Demonstrated understanding of HR processes and data across the employee lifecycle, including hiring, onboarding, job changes, compensation administration, timekeeping, and workflow.

Job Requirements
- Bachelor`s degree in Human Resources, Accounting, Business or related field.
-
Three years compensation experience specifically in job evaluation, market salary analysis and salary survey participation and interpretation.

An equivalent combination of education and directly related experience may be considered.

One year in a supervisory capacity.
-
Experience using HR Management systems.
-
Advanced knowledge of spreadsheet and word processing software applications. Candidates will be tested on Excel skills.

Must be able to pass background check to meet the employment eligibility requirements as they pertain to the position.
Desired Qualifications:

World-At-Work Certified Compensation Professional (CCP).
License, Certification, or Special Requirements:

Ability to obtain HIPAA training and certification within probationary period.
